Their untimely pay last week was not part of the contract dispute, but could be a serious disruption for employees, especially after the summer break, Moran said. The teachers are 10-month employees, which means they do not get paid when school recesses for the summer. Moran, who has worked in the district since 1998 and has been president of the union for nine years, told the Times Union this was the first time in her memory that all three units began a school year without a contract. Though the NTA has been in negotiations with the school district since February, its members have been without a contract since the end of last school year. The NTA covers three units: teachers, teaching assistants and substitute teachers. The NTA represents more than 1,200 school educators and retirees in the Newburgh Enlarged City School District, which is Orange County’s largest school district, serving students in the city and town of Newburgh, New Windsor and Cornwall.
